The Local Area Plan (LAP) provides for the sympathetic development of Burleigh Heads.

The LAP provides a diverse range of urban services and functions consistent with the role of the centre, to encourage residential development above ground level within the commercial core, and to promote development which is consistent with its seaside village theme.

The Burleigh LAP has been divided into seven land use precincts, each reflective of the existing land use patterns and the preferred future development pattern for the local area.
